Manuel A/C issue

Hello guys,
i have a question related to my cars Air condition.
When i turn on ac, after sometime it turns off itself. After sometime it turns back on. Or if i speed up the fan, it starts working. i asked to a tech, he told me that if the Air outside the car is not hot enough, ac may turn off itself because there is no need.
i think a manuel ac would always work no matter what the ac is like my previous cars. Any coments?

My AC works when i ask it to works. It should be the same for you yes
